Definitely a bookplate. Thus the "ex libris", but also easy to tell from the aspect ratio.
Very traditional, frankly. In a Dutch antiquarian bookstore many years back, I came across a seven-volume bookplate collection. Very explicit -- and quite amusing -- erotica featured in 90% of them.
Over the last part of the 19th century and into th 1940s there were thousands of unique plates, of course, made in the US, Britain and Europe. You shouldn't expect to know who the owner is. Every well-to-do book owner would have his own unique design made by a local engraver and printer.
Hello-Out of curiosity ,I searched Google and found several other bookplates for the same collector.
My bookplate blog focuses on collecting bookplates,(nothing at all like the one you have illustrated) but it still may be of interest some of your subscribers.

Thanks for the help! I was rather certain, but as all they ahd was this image, no dimensions etc, I wasn't absolutely certain :)
I did a Google search, but found nothing with images for the name - If you found some, please share the works or link!
